Erstwhile C.I.A. operatives turned Jihadis?
Many reporters, in the first day or so after the Boston Marathon terror bombing repeatedly stressed the caution that “we really are not certain at this time, what the motivation for the attack is”. That may have some merit at the time in a journalistic sense, but it cannot be truly said of officials at the Federal level that are in charge of gathering and maintaining intelligence data. This becomes clear when it was revealed that Russia’s Federal Security Service (FSB), issued a warning to the FBI in March of 2011 regarding Tamarlan Tsarnaev. Another follow up was received again in 2011, this time in September and on this occasion to the CIA. .
What is the real explosive (if you will pardon the expression), revelation concerning these disclosures? It is that Russian security officials knew that both of the Tsarnaev brothers were recruits and members of a Saudi financed Wahhabi Jihadist network in the Russian Caucasus region. This broad region encompasses the autonomous or semi-autonomous Muslim republics of Dagestan, Ingushetia, Kabardino-Balkaria, Chechnya, North Ossetia and Karachyevo-Cherkesiya – places that most Westerners couldn’t even point to on a globe.
What is more significant however, is the bombshell (sorry, again), that Israeli intelligence sources, with assets in the Caucasus region and in Moscow, are passing on to counter-terrorism operatives. It is that Tamarlan and Dzhokhar Tsarnaev, were recruited by the CIA as agents tasked with infiltrating these terror cells, according to the Debka File, a repository of back channel reports from Israeli Military Intelligence:
The Tsarnaevs’ recruitment by US intelligence as penetration agents against terrorist networks in southern Russia, says Debka File, explains some otherwise baffling features of the event in Boston:
1. An elite American college in Cambridge admitted younger brother Dzhokhar and granted him a $2,500 scholarship, without subjecting him to the exceptionally stiff standard conditions of admission. This may be explained by his older brother Tamerlan demanding this privilege for his kid brother in part payment for recruitment.
2. When in 2011, a “foreign government” (Russian intelligence) asked the FBI to screen Tamerlan for suspected ties to Caucasian Wahhabist cells during a period in which they had begun pledging allegiance to al Qaeda, the agency, it was officially revealed, found nothing incriminating against him and let him go after a short interview.
Normally you would assume that Federal law enforcement would take such warnings seriously and maintain surveillance of such individuals, especially given that Tamerlan Tsarnaev was added to the Terrorist Identities Datamart Environment and one of its many watchlists. We have a somewhat mistaken impression of these ‘watchlists’. That a person is on a watchlist, does not necessarily mean that they are also on a ‘no-fly list’.
Tamarlan was on a list that only generates a notification to U.S. officials when someone travels as did Tsarnaev, early in 2012. During this period of time following his return from Russia, Tamarlan was posting radical Islam writings on social media sites. Their aunt, Toronto resident Maret Tsarnaev, reports the National Post, said Tamarlan “was a devout Muslim who prayed five times a day”. His YouTube page showed he had “liked” videos of Feiz Mohammad, a radical Australian preacher who has glorified jihad and denigrated Jews.
“We want to have children and offer them as soldiers defending Islam,” the cleric said in one lecture, according to The Australian newspaper. “Teach them this: there is nothing more beloved to me than wanting to die as a mujahid. Put in their soft, tender hearts the zeal of jihad and a love of martyrdom.”
Tamerlan’s trail on social media sites and in Russian-language videos posted on YouTube shows, according to Reuters, that among his five favorite videos on YouTube is one that denounces Dagestan’s traditional Sufi Muslims as heretical idol worshipers. It would seem logical, however, that if a terror plot against the ‘Great Satan’ (America), was being cooked up in Dagastan – the conspirators would want to concoct a false narrative to deflect attention towards an alternative motive for the planned event.
There is no question whatever, that Tamarlan spent months in Makhachkala – the capital city of Dagestan in 2012. ‘His radical turn could very well have happened here,‘ Dagestani sociologist Zaid Abdulagatov said. ‘The Islam that we have in Dagestan today is very tough, very politicized, very dark at times.’ So, this is a viable ‘test lab’ for the CIA, to develop informants?
There is also a mysterious CIA connection involving the uncle of these two. A well documented report by investigative journalist Daniel Hopsicker, shows that the uncle of the bombers, worked as a ‘consultant’ for a United States agency known as the Agency for International Development, (USAID), which was routinely used by the CIA as cover for covert activity in the 1990’s. He reportedly was involved as a attorney / contract man for many transactions in which global, including American oil firms partnered with Kazakh officials, to make off with billions of dollars of oil at bargain basement prices, as well as a functionary in massive money laundering schemes.
There’s more. Uncle Ruslan married the daughter, Samantha Ankara Fuller – of former top CIA official Graham Fuller, who spent 20 years as operations officer in Turkey, Lebanon, Saudi Arabia, Yemen, Afghanistan, and Hong Kong.
It had to be clear to the CIA that their experiment went terribly wrong – after all, both brothers were regular visitors to the Islamic Society of Boston (ISB) mosque and cultural center, according to board member Anwar Kazmi. The ISB is a part of an extremist network known as the Muslim American Society (MAS), which, in turn has close ties to the international Muslim Brotherhood. In fact, the founder of the Islamic Society of Boston is Abdulrahman Alamoudi, who was sentenced to 23 years in prison for his role in an AlQueda terror plot.

What we have in the nation as a whole, and in Boston in particular, as it relates to this attack, is a swarming hive of Saudi supported extremists using local mosques as their base of operations.
The CIA went through the perfunctory motions of passing on information of a primary nature to the FBI. Politico reports that their unnamed source, an U.S. Intelligence official told them that:
“The CIA shared all the information provided by the foreign government including two possible dates of birth, his name and a possible name variant as well. No information was incorrectly entered in the watchlisting system, and all the information was shared precisely as the foreign government provided it.”
What the CIA withheld from the FBI, was that the brothers were now essentially, double agents, turned against America by the very networks the CIA recruited them to infiltrate. Former New York Mayor, Rudy Giuliani recently expressed his frustration at the handling of affairs before and after the bomb attacks:
“Some of the explanations that I’m getting make me very nervous that the FBI is erring on the side of caution, when I want them to err on the side of safety.”
Giuliani also is at a loss to explain why Massachusetts Governor Deval Patrick would decline to disclose information related to any welfare benefits the suspects received – the point being that we would want to know if public funds were part of their war chest.
“What possible privacy interest do you have in that?” he asked. “They either got welfare or they didn’t get welfare. And that would also be important to how were they financed. I’d like to know how much they were getting in welfare. A trip to Russia for six months is a pretty darn expensive proposition. I’ve wondered, was anybody financing them?”
“Was anybody financing them?” That’s Mayor Giuliani dog whispering to us that we need to look in another direction from where the media has been leading us in the narrative they’ve been providing up to this point. I have no doubt that Giuliani has been briefed, by among others, former New York and Los Angeles Police Chief Bill Bratton, whose international security firm, Altegrity Risk International, has access to the same confidential sources as reporters at the Debka File.
The involvement of the Saudi government paints a convoluted and contradictory picture. There is no question that the Islamist training facilities in the Caucasus and the local Boston area mosque, were primarily financed by the Saudis. However, in the direct aftermath of the bombings, the Saudis launched a massive public relations campaign designed to mislead the public that their fine and respectable nation played no role in the atrocity.
They sent Saudi Foreign Minister Prince Saudi al-Faisal to Washington on April 17, in the middle of the crisis, for a private conversation with President Barack Obama and his national security adviser Tom Donilon on how to handle the Saudi angle of the bombing attack. That day too, Debka File reports, official Saudi domestic media launched an extraordinary three-day campaign.
National and religious figures stood up and maintained that authentic Saudi Wahhabism does not espouse any form of terrorism or suicide jihadism and the national Saudi religion had nothing to do with the violence in Boston. “No matter what the nationality and religious of the perpetrators, they are terrorists and deviants who represent no one but themselves.”
Making matters even more bizarre is the report issued today by the UK’s Daily Mail, that according to a highly placed source who spoke to MailOnline, the Saudis sent a written warning about Tsarnaev to the U.S. Department of Homeland Security in 2012. That was long before pressure-cooker blasts killed three and injured hundreds. The official told MailOnline about a written warning from the Saudi government to the Department of Homeland Security, and said he had direct knowledge of that document.
The Saudi government is denying it. ‘The Saudi government had no prior information about the Boston bombers. Therefore, it is not true that any information, written or otherwise, was passed to the U.S. Department of Homeland Security (DHS) or any other US agency in this regard,’ an embassy statement statement claimed. “The Saudi government also does not have any record of any application by Tamerlan Tsarnaev for any visa to Saudi Arabia.”
The problem is that both things can not be true. Either, the Saudis also realized that one of their sponsored terrorist cells had plans in mind that might be hotter than they could handle from an international public relations perspective and sought to create a mitigating paper trail, or as we can surmise from the official statement, they withheld the information from domestic U.S. Law enforcement channels, perhaps in cooperation with the CIA.
Questions remain. Among them – when in particular did the Tsarnaevs flip from their original status as CIA agents, to committed terrorists? Are there other attacks planned and are there more potential terrorists on watch lists that have been permitted to fly to and fro from Jihadi training centers, while largely unfettered by FBI scrutiny, as was Tamarlan Tsarnaev?
By now, it is clear that the brothers had accomplices. Azamat Tazhayakov and Dias Kadyrbayev were arrested, along with one other person, for allegedly making false statements and conspiring to obstruct justice during the federal investigation into Tamerlan and Dzhokhar Tsarnaev, officials said Wednesday. As has been the case in numerous other terror plots, the parties arrested are here on student visas – in this case, from Kazakhstan. It follows that another crushing blow to ‘Comprehensive Immigration Reform’ has been dealt, in light of the fact that at least one of the students was additionally charged with immigration law violations.
Hanging in the air, is the question of whether any of the limited statements Dzhokhar made to the authorities, will be legally admissible due to the ‘public safety’ option invoked in lieu of administering a proper Miranda. Will Dzhokhar drop a dime on the CIA, or will he commit suicide or perhaps be taken out by a modern day Jack Ruby?

Nice reporting job again. Maybe you could do a piece about all the Bengahzi survivors that are under lock and key with duct tape on mouths. You know, the story that Obama said is “a notion I’m not aware of but will look into”.
